Celia Collins to head media buying and Africa division at Starcom
Celia Collins, winner of the 2007 PAMRO Achiever of the Year Award has recently been appointed as head of media buying at Starcom. Celia will retain her responsibilities as director of Starcom Africa, while also heading up the media buying division.
